Support for Defense Budget: Ukrainian Parliament Approves Increased Funding for Armed Forces

In a landmark decision reflecting national resilience, the Verkhovna Rada, Ukraine's parliament, has voted overwhelmingly to boost defense spending by over 412 billion hryvnias.
With the support of 332 deputies, lawmakers approved amendments to the current year's budget, aiming to strengthen Ukraine’s military capabilities amid ongoing conflicts.
The newly adopted bill №13573 stipulates a strategic redistribution of taxes starting from August 1, 2025.
Specifically, 60% of personal income tax (PIT) revenues will be channeled directly to the Ministry of Defense for purchasing advanced drones, weapons, and military equipment, significantly enhancing Ukraine’s frontline combat power.
Additionally, 30% of these revenues will go to the State Special Communications Service for drone procurement, while the remaining 10% will support combat brigades and units on the front line.
The swift and nearly unanimous vote underscores the gravity and urgency of ensuring national security.
Notably, funds previously proposed to come from Kyiv's budget—amounting to 8 billion hryvnias—were removed, and alternative financial sources were identified to cover the increased expenditure.
The financing plan includes increased government borrowing through internal bonds, exceeding planned revenues from taxes and profits, and reductions in debt servicing costs through currency exchange benefits and debt restructuring.
The law’s signing was expedited, with support from nearly all lawmakers—330 out of 332 votes—demonstrating unity in crisis.
Defense Minister Denys Shmyhal has announced upcoming changes to the state budget to prevent owed wages to military personnel, emphasizing the government’s commitment to support the troops and maintain Ukraine’s sovereignty amid ongoing challenges.
