EU Reminds Ukraine of the Importance of Judicial Independence in Negotiations with Zelensky
The European Union has reiterated the significance of maintaining strong and independent anti-corruption institutions in Ukraine during recent discussions with President Volodymyr Zelensky.
As part of preparations for the upcoming vote in the Verkhovna Rada on a new bill aimed at guaranteeing the independence of anti-corruption bodies such as NABU and SAP, Brussels emphasized that restoring their full authority is crucial for building an effective anti-corruption framework in the country.
This message was conveyed through statements from a European Commission spokesperson, who highlighted that the renewal of powers for these agencies is a fundamental step towards strengthening Ukraine’s judicial system.
The spokesperson drew particular attention to a meeting with EU Commission President Ursula von der Leyen on July 28, where she explicitly conveyed the EU’s stance: Ukraine must develop its institutions in line with the rule of law and ensure the independence of anti-corruption agencies—core pillars for progressing towards EU membership.
The EU authorities call on Ukraine’s parliament to swiftly adopt legislative changes to address issues related to NABU and SAP independence, as their autonomy is a vital prerequisite for European integration.
In this context, the EU stresses that respect for rule of law and anti-corruption efforts are core values of the Union.
Ukraine as a candidate country is expected to fully comply with these standards.
The bloc also emphasizes that partial compromises are unacceptable and that Kyiv must demonstrate political will to regain public trust and international confidence through decisive legal reforms.
On July 25, Verkhovna Rada Chairman Ruslan Stefanchuk announced that the president’s bill aimed at fixing the independence of NABU and SAP is scheduled for consideration on July 31.
However, due to legislative changes that would increase the Prosecutor General’s control over these institutions, the EU has issued diplomatic warnings about possible consequences if Kyiv does not fully repeal certain provisions of draft law No.12414.
