Zelensky Responds to Third Day of Protests: Highlights the Importance of Ukrainian Citizens’ Dignified Reaction to Challenges

Amid the third day of mass protests sweeping Ukrainian cities in response to new legislative initiatives aimed at reforming anti-corruption agencies, President Volodymyr Zelensky addressed the nation. He emphasized that his primary goal is to ensure the independence of key law enforcement agencies, particularly NABU and SAP, and stressed the importance of Ukrainians maintaining a dignified attitude during these challenging times for the country. Zelensky announced that on July 24, government authorities submitted Draft Law No. 13533 to the Verkhovna Rada. This legislation aims to guarantee the independence of anti-corruption bodies and ensure transparency in their operations. According to him, the document stipulates mandatory checks for law enforcement personnel, including polygraph tests conducted by internal controls within NABU — measures designed to minimize external influence and prevent Russian interference. The president pointed out that the law contains provisions to prevent abuses and introduces regular verification procedures for individuals with access to state secrets. This applies not only to NABU and SAP employees but also to officers of the D Bureau and the National Police. The draft law was initially discussed with European experts, including representatives from the UK, Germany, and the European Union. He further stressed that Ukraine is a nation of citizens who demonstrate concern and responsibility. He expressed gratitude to all those fighting for independence and well-being and assured that the government is committed to strengthening justice and protecting national sovereignty. Earlier, on July 22, the Verkhovna Rada adopted a legislative bill that significantly impacted the status of anti-corruption agencies by reducing their independence. The law mandated NABU officers to undergo polygraph testing within six months and increased oversight by the General Prosecutor's Office. These measures sparked protests across the country. In response, Zelensky promised to submit a new legislative initiative aimed at consolidating the rule of law and preserving the independence of criminal and anti-corruption institutions, addressing the pressing challenges of today.
