Resubmission to the President Regarding the Appointment of the Head of the Bureau of Economic Security: A New Chapter in the Fight for Fairness and Transparency

Recent developments surrounding the appointment process for the head of the Bureau of Economic Security (BES) have once again drawn public and political attention to the complex and contentious procedures of the competition.
The selection commission has resubmitted necessary documents to the Cabinet of Ministers of Ukraine to officially appoint Oleksandr Tsvynskyi to this key position.
The documents are now in government offices, and the final decision rests with the government, as announced by Tsvynskyi himself on his Facebook page.
He expressed gratitude to the commission for their principled stance and the thorough and well-organized transfer of information, which he considers a significant step toward transparent and lawful procedures.
"I look forward to an objective and balanced decision from the government and the newly appointed Prime Minister Yulia Sviridenko," he stated.
Additionally, he reported that he submitted inquiries to the Cabinet and received official responses, which, according to him, did not contain any mention of security risks, implying that such risks likely do not exist.
"If there are no objective obstacles, it is time to implement the law and appoint the winner of the competition," Tsvynskyi emphasized, highlighting the importance of adhering to transparent and lawful processes in public administration.
Meanwhile, public interest remains focused on why the government did not approve Tsvynskyi's candidacy and what led to its rejection.
On June 24, the competition commission selected him as the director of BES, and he currently holds the position of head of the detective unit in the Second Main Department of Ukraine's National Anti-Corruption Bureau.
However, by July 7, the government decided to reject his candidacy and recommended submitting no more than two candidates.
Analyzing the situation, Ukrainian analyst and journalist Volodymyr Kim, in his article "Letter Without Evidence: How a Special Service Broken the Spirit of Open Competition for the BES Director," examines how bureaucratic and political influences can jeopardize the integrity of the competition, emphasizing that a single document can undermine trust in the entire fair selection process.
This raises serious questions about the controllability of кадровий і transparency in the appointment processes and the need to enhance accountability and transparency in anti-corruption measures.
