Crucial step towards restoring independence of anti-corruption agencies: bill introduced to Verkhovna Rada for NABU and SAP
In Ukraine's Verkhovna Rada, a significant legislative initiative has emerged aimed at restoring and strengthening the independence of key anti-corruption institutions — the National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAP).
This is the presidential bill No.13533, proposing substantial amendments to the law to expand their powers and safeguard their independence from political influence.
Responding to widespread criticism and protests across many Ukrainian cities, including Kyiv and Lviv, this bill has sparked vigorous debate among experts, deputies, and the public.
According to the document, all employees of NABU and other anti-corruption bodies with access to state secrets will be required to undergo polygraph testing, aimed at preventing corruption risks and suspicious conduct.
This measure was previously discussed in 2021 and remains contentious.
The bill also emphasizes increased cooperation among law enforcement agencies—such as the Prosecutor General's Office, Ministry of Justice, DIBR, the Bureau of Economic Security, and others—in the search, seizure, and repatriation of assets obtained through criminal activity.
It also strengthens control over compliance with martial law restrictions, particularly regarding the overseas travel of NABU staff during wartime.
Despite concerns, NABU and SAP representatives stated that the draft law restores procedural powers previously taken away and reaffirms their independence in investigations.
The parliamentary committee has already registered initiatives to facilitate these changes, which could mark a turning point in Ukraine’s anti-corruption efforts.
Public discussions highlight the importance of this bill in stabilizing the independence of anti-corruption agencies and reducing political pressure.
