Zelensky Prepares New Legislation to Strengthen Independence of Ukrainian Anti-Corruption Bodies

Chas Pravdy - 23 July 2025 19:58

Ukrainian President Volodymyr Zelensky announced his plans to introduce a new bill to the Verkhovna Rada aimed at significantly enhancing the status and independence of the country's key anti-corruption institutions.
According to him, this legislative proposal will address public concerns regarding potential influence and interference in the work of anti-corruption agencies, especially in the context of law №12414.
Zelensky promised that the bill would incorporate all necessary provisions to guarantee full independence for NABU, SAP, and other related bodies, enabling them to operate without external pressures or political meddling.
"I will submit a bill to the Verkhovna Rada that will strengthen the rule of law, eliminate Russian influence in their activities, and most importantly, ensure that all norms promote the independence of anti-corruption institutions," he stated.
The president emphasized that the draft legislation will include proposals from law enforcement and anti-corruption leaders, as well as the Prosecutor General, to create a more effective and transparent system.
He expressed confidence that the bill would be successfully implemented within the framework of the state's transformation strategy, aimed at building robust and autonomous institutions to combat corruption.
Following the announcement, deputies, who previously de facto undermined the independence of NABU and SAP, decided to take a break and go on recess.
These developments have sparked further interest in the future steps of reforming Ukraine’s anti-corruption system.
