Ukraine’s European Integration at Risk: How Zelensky’s New Law Undermines Democratic Values and EU Aspirations

European Commission President Ursula von der Leyen has issued a sharp critique regarding recent legislative changes in Ukraine, which have sparked widespread protests and cast doubt on the country's European ambitions.
Last week, Ukrainian President Volodymyr Zelensky signed a controversial law that critics argue significantly diminishes the independence of Ukrainian anti-corruption agencies, including NABU and SAP.
This move triggered mass protests across the nation—the first large-scale demonstrations since Russia's military invasion in February 2022.
European leaders reacted strongly, emphasizing the importance of respecting the rule of law and anti-corruption standards, which are essential prerequisites for Ukraine's further EU accession process.
European Commission spokesperson Guillaume Mercier confirmed that Ursula von der Leyen has already contacted Zelensky, expressing deep concern and urging the Ukrainian government to provide public explanations.
Meanwhile, European Council President Antonio Costa also voiced concerns in a phone call, stressing the need for Ukraine to uphold justice reforms and anti-corruption measures.
In Brussels and other EU capitals, there is growing apprehension that this legislative move could complicate Ukraine's integration efforts and introduce new obstacles.
Officials affirm that the path toward EU membership remains conditional on reforms and adherence to democratic standards.
Germany's Foreign Minister, Annalena Baerbock, emphasized that restricting the independence of anti-corruption bodies hampers Ukraine’s EU prospects.
Experts warn that the law, signed by Zelensky, effectively transfers control of NABU and SAP to the Prosecutor General, undermining their independence and crucial anti-corruption work.
Although the European Commission has not indicated plans to suspend financial aid, many officials caution that ongoing support depends on Ukraine’s progress in implementing reforms and upholding the rule of law.
The situation casts doubt on Ukraine’s democratic trajectory and its future in the EU, raising questions about whether the country can uphold its European ambitions amid internal and external pressures.
Despite internal and external criticism, Zelensky remains committed to maintaining the independence of anti-corruption institutions, asserting that reforms will continue.
