Ukraine Forms Delegation for Talks with Russia in Istanbul: Details and Composition

In response to current geopolitical challenges and efforts to achieve a fair and lasting peace, Ukraine has officially established a delegation tasked with participating in crucial diplomatic negotiations with the Russian Federation.
These talks are scheduled to take place on July 23 in the Turkish city of Istanbul and represent one of the country's key diplomatic initiatives this year.
Ukrainian President Volodymyr Zelensky signed a respective decree approving the composition of the delegation.
The head of the delegation is appointed as Ruestem Umerov, Secretary of the National Security and Defense Council.
The delegation includes representatives from various state bodies such as the Presidential Office, the Ministry of Foreign Affairs, the Armed Forces of Ukraine, the Security Service of Ukraine, intelligence agencies, the Verkhovna Rada, and other institutions.
An important aspect is that the delegation head has the authority to modify its composition and involve additional experts with the president’s approval.
The specific directives for the negotiations remain classified.
The delegation comprises key officials and experts, including: Ruestem Umerov, NSDC Secretary and head of the delegation; Oleksandr Bevz, advisor to the Presidential Office head; Oleksandr D'yakov, deputy commander of the Naval Forces of Ukraine; Serhii Kyslytsia, First Deputy Minister of Foreign Affairs; Yurii Kovbasa, representative of the Verkhovna Rada’s Commissioner for Human Rights in security and defense sector (with approval); Protocol officer of the Ukrainian Armed Forces Commander-in-Chief; and other high-ranking officials and military specialists.
The flexible structure of the delegation allows for swift adaptation to changes in the diplomatic process and the involvement of experts from different fields.
This underscores the strategic importance of these negotiations and Ukraine’s firm commitment to seeking a peaceful resolution to the ongoing conflict, which has persisted for an extended period.
