Russia exploits Ukraine’s internal contradictions to destabilize and undermine its defense capabilities — intelligence agency

Ukrainian intelligence warns that Russia continues to leverage internal political and legal conflicts within Ukraine to serve its objectives of destabilization and weakening the country’s defense.
Official representatives of the Main Intelligence Directorate of the Ministry of Defense highlight that Kremlin’s special services and information resources meticulously analyze the situation in Ukraine with the aim of creating conditions to erode trust in state institutions.
This includes exploiting protests against Law No.
12414, which was adopted by the parliament, to deepen societal divisions, incite chaos, and question the legitimacy of the government.
Kyiv officials emphasize that Moscow plans to organize provocations aimed at escalating domestic tensions to diminish Western support and weaken Ukraine’s position internationally.
During recent months, tensions have risen across key cities such as Kyiv, Lviv, Odesa, and Dnipro, where protests erupted against the law's adoption.
However, despite public demonstrations, President Volodymyr Zelensky signed the controversial law, granting extraordinary powers to the head of the Office of the Prosecutor General — enabling unrestricted access to criminal cases, the ability to seize cases from NABU and SAP, and to appoint or dismiss officials involved in high-profile investigations.
Experts consider this a move towards de facto authoritarianism and a significant erosion of judicial independence.
Ukrainian military analysts warn that Russia's attempts to destabilize the internal political landscape threaten national unity and could be exploited by external enemies to weaken Ukraine further.
They urge caution and resilience amid these turbulent times, reminding that Ukraine is still engaged in a war where internal divisions can be exploited by adversaries, potentially leading to a catastrophic weakening of the state.
