NABU and SAP Support Zelensky’s Initiative to Strengthen Independence of Anti-Corruption Bodies

Chas Pravdy - 23 July 2025 21:55

Ukrainian anti-corruption agencies – NABU and SAP – have expressed their support for President Volodymyr Zelensky's initiative to develop a new legislative bill aimed at reinforcing the independence and efficiency of anti-corruption institutions across the country.
The proposal is viewed as a critical step toward ensuring the safeguard of investigators and prosecutors, which is vital for effectively prosecuting corruption crimes and fulfilling Ukraine’s international commitments.
According to sources, NABU and SAP are ready to actively participate in discussions and propose amendments to the draft law to guarantee compliance with the rule of law standards and to modernize the institutions in response to current challenges.
They have acknowledged the productive dialogue that helps foster cooperation among state agencies and independent anti-corruption bodies.
Preserving the independence of detectives and prosecutors remains a key condition for successful investigation of complex corruption cases and for Ukraine’s international obligations.
The background to these developments includes regional law enforcement activities that involved approximately 80 searches among NABU officials and other law enforcement officers in late July, as well as amendments to the criminal procedural code, which limit the autonomy of anti-corruption agencies.
In response to these events, President Zelensky signed the relevant law, sparking protests in many Ukrainian cities.
Despite these protests, leaders of law enforcement and anti-corruption institutions continue to emphasize their commitment to maintaining professional independence and capacity, and they call for ongoing dialogue and cooperation to serve the national interests.
