Yulia Syvaridenko Announces Launch of Major Reconstruction and Infrastructure Development Project in Ukraine
Prime Minister Yulia Syvaridenko, during her summary press conference at the end of her first week in office, made significant announcements regarding new government initiatives aimed at accelerating the recovery process of Ukraine’s devastated infrastructure.
She introduced an ambitious pilot project called “Design and Build,” designed to streamline and expedite the reconstruction of housing, hospitals, schools, and other vital infrastructure damaged by hostilities.
According to Syvaridenko, this project involves a paradigm shift in construction practices: instead of traditional tenders for design alone, government procurement will now focus on full project realization “turnkey.” This approach, widely practiced in the European Union under the name Design–build, offers an efficient mechanism for swift and high-quality rebuilding.
The responsible contractor will handle both the development of project documentation and the execution of construction work.
The project timeline is set for two years.
Additionally, it was announced that the “eReconstruction” program now extends beyond actively fought regions and includes temporarily occupied territories.
Internally displaced persons will be able to receive compensation for destroyed housing without physical inspections.
This policy significantly eases the process for many citizens who lost their homes due to the war.
Lastly, Syvaridenko noted that after voting in the Verkhovna Rada, the new government held its first session.
The current Cabinet is one of the smallest in Ukraine’s independent history, reflecting the government’s intention to streamline administrative structures and increase efficiency in responding to modern challenges.
