Ukraine’s Eurointegration: Hetmancev Outlines Key Reforms for EU Accession

Chas Pravdy - 20 July 2025 11:22

The process of Ukraine’s integration into the European Union faces new challenges and requirements.
Danylo Hetmancev, head of the Verkhovna Rada Committee on Finance, Tax and Customs Policy, shared insights on the critical reforms needed for successful EU accession during a recent interview on Novini.LIVE.
He emphasized that a primary focus should be on reforming the taxation model, particularly reviewing the current single tax system widely used by large corporations to minimize tax obligations.
Hetmancev highlighted the importance of adhering to fundamental principles such as fair taxation without privileges for specific groups, the rule of law applying equally to all, and ensuring transparent procedures with equal conditions for businesses, the state, and citizens.
He also mentioned that Ukraine’s existing tax rates already match the average European levels, and therefore, raising them is unnecessary.
In some sectors, lowering rates could be considered, provided it does not conflict with EU standards.
He concluded by stressing that reforms should be implemented gradually, aligning with European standards.
Recent comments from German Chancellor Friedrich Merz cast doubt on Ukraine’s ability to join the EU by 2034, noting that the process may be prolonged and unlikely to influence the EU’s mid-term financial plans, which extend until 2034.
Experts emphasize that proactive reforms are essential for a successful accession and strengthening Ukraine’s economic and political position internationally.
