Verkhovna Rada approves extensive business tax and customs privileges until 2036: what it means for the economy

On Tuesday, November 4, Ukraine’s Verkhovna Rada made a historic decision to grant large-scale tax and customs breaks to major businesses in the country, setting their validity until 2036.

This measure was supported not only by the majority of deputies but also by the entire government, including Prime Minister Yulia Sviridenko, who announced that the new bill received full backing.

MP Yaroslav Zheleznyak pointed out that the bills, specifically Nos.

13415 and 13414, are some of the largest in recent years and are expected to bring multi-billion hryvnia benefits to businesses, estimated between 20 to 40 billion UAH.

However, experts warn that these generous privileges do not guarantee a swift influx of investments, as investors remain cautious about Ukraine’s political stability, the risks of potential law enforcement persecutions, and the lack of transparency in state institutions.

Zheleznyak noted that Ukraine already has several special regimes with preferential conditions — such as industrial parks, miners’ towns, the «Dія City,» and «Defense City» programs — but these alone have not yet ignited large-scale investment flows.

Additionally, he expressed concern over ongoing criminal cases against business figures, including the case of former NAEK «Ukrenergo» head Volodymyr Kudrytskyi, which remain unresolved and raise doubts about law enforcement transparency.

He believes these cases indicate political pressure and attempts to manipulate power structures to control businesses, which hampers the country’s investment environment and creates a hostile climate for economic development.
