Ukraine’s 2026 State Budget: A Detailed Review of Revenue, Expenditure, and Economic Outlook

According to the revised draft of Ukraine’s state budget for 2026, the country’s financial strategy envisions increasing projected revenues to 32.7% of GDP, marking a significant growth compared to 2024 and 2025.

This indicator is expected to surpass previous years’ levels, providing Ukraine with opportunities to accelerate economic development and budget reforms.

At the same time, the planned budget deficit is set at 18.4% of GDP, which is lower than the planned 2025 figure (21.1%) and only slightly higher than the actual 2024 figure (17.6%).

Overall expenditures are forecasted to reach 58.3% of GDP, less than the 2025 plan (63%) and the 2024 actual (64.6%).

A major share—57%—will be allocated to defense, security, and law enforcement agencies, reflecting the ongoing security challenges in the country.

Expenditures on social and economic programs will amount to 25.1% of GDP and are expected to remain stable, aligning with previous years.

The largest portion of the budget—related to defense—was about 30% of GDP in 2024–2025, with a planned decrease to 26.2% in 2026.

However, given the military situation, further adjustments to increase defense spending may be necessary, as has been the case in the past biennia.
