How to Obtain Utility Subsidies: A Step-by-Step Guide for Ukrainians

Chas Pravdy - 03 November 2025 05:26

For many Ukrainian families, especially in challenging financial situations, receiving a utility subsidy becomes essential to reduce expenses and ensure comfortable living conditions.

The procedure for applying for a subsidy has its intricacies, and it is important to understand who is eligible, which documents are required, and the steps to successfully complete the process.

In Chernihiv region, for instance, the Main Department of the Pension Fund of Ukraine explained that applicants can be those who reside in the housing and are registered there, as well as tenants or individuals living under court decisions.

Internally displaced persons (IDPs), who are not officially registered but actually reside in the property, can also apply, provided they confirm their residence with an appropriate certificate.

Necessary documents include an application, a declaration, and in certain cases, a rental agreement or IDP certificate.

It is also noteworthy that applications submitted between October 1 and November 30 will have the subsidy assigned starting from the beginning of the heating season, i.e., October 16, while those filed later will be processed from the month of application.

This timing allows recipients to receive support during the cold months when it is most needed.

Moreover, applicants should be aware of the conditions under which the subsidy may be revoked or canceled, according to relevant regulations.
