Housing Subsidies in Ukraine: Understanding Which Income Sources Are Excluded When Applying

Ukrainian citizens facing financial difficulties and unable to afford utility services independently have the right to apply for a housing subsidy.

This form of government assistance helps reduce the financial burden for low-income families.

According to official explanations from the Main Department of the Pension Fund of Ukraine in Chernihiv region, not all household income sources are considered when determining the amount of the subsidy.

Specifically, certain payments and benefits are excluded from income calculations.

These include one-time assistance at the birth or adoption of a child, one-time rewards for mothers of heroes, social aid for orphans and children deprived of parental care, assistance for children under guardianship, compensation for temporary displaced persons, municipal nanny services, and other specific benefits and payments.

This policy, aligned with Resolution No.

632, allows for a more accurate assessment of the household’s needs by considering only stable and ongoing income.

Additionally, the size of the subsidy depends on factors such as the type of housing, tariffs, and the number of registered residents in the household.

Understanding these nuances enables Ukrainian citizens to plan their finances better and apply for aid that truly meets their needs for housing support.
