Quality of Utility Services in Ukraine: When to Expect Recalculations in Bills

However, situations arise when the quality of provided utilities falls below standard, raising questions about the possibility and conditions for recalculations in bills.
According to lawyer Andriy Shelyk from EvrikaLaw, legislation clearly outlines cases when recalculations are not made.
These include situations where services were not rendered due to repair or preventive works, emergency response efforts, or when billing is based on readings from commercial metering devices before their installation.
Additionally, recalculations are not performed if inadequate service quality was caused by the consumer or if the actual temperature in a room with an individual heat meter does not meet regulatory standards.
The law also provides that if the service provider can demonstrate compliance with legal and contractual standards of quality, a recalculation may be denied.
