Nearly Half of Ukrainian Pensioners Receive Less Than 5,000 Hryvnias Monthly — Data from the Pension Fund of Ukraine
As of early October 2025, over half of Ukrainian pensioners are receiving monthly payments that do not exceed 5,000 hryvnias, according to official data from the Pension Fund of Ukraine.
The statistics reveal that the distribution of pensions is quite uneven: about 3.7% of pensioners, roughly 373,000 individuals, receive up to 3,000 hryvnias with an average pension of 2,286 hryvnias.
A significant segment — 31.6%, approximately 3.22 million people — get pensions ranging from 3,001 to 4,000 hryvnias, with an average of 3,342 hryvnias.
About 20.5%, or around 2.1 million pensioners, receive between 4,001 and 5,000 hryvnias, with an average pension of 4,510 hryvnias.
The largest group, constituting 29.1% or nearly 3 million pensioners, receives pensions from 5,001 to 10,000 hryvnias, with an average of 6,861 hryvnias.
The smallest yet most affluent category — 15%, about 1.53 million pensioners — receive pensions exceeding 10,000 hryvnias, with an average of 15,752 hryvnias.The overall average pension in Ukraine as of October 2025 is 6,436 hryvnias.
Since the beginning of the year, it has increased by 647 hryvnias, or 11.2%, mainly due to the March indexation.
At that time, pension payments were raised by 9.5% based on an approved coefficient of 1.115.
Despite this growth, pensioners’ real incomes have decreased due to inflation, which over the year amounted to 11.9%, reducing their purchasing power by roughly 2%.
No further pension increases are scheduled for the end of 2025, with the next indexation planned for March 2026.The Ukrainian government states that the draft budget for 2026 allocates over 1 trillion hryvnias for pension provision — an increase of 123 billion hryvnias compared to this year.
