The Final Transition from Paper to Electronic Employment Records: When Ukrainians Will Fully Shift to Digital Records

Over recent years, Ukrainian labor legislation has increasingly shifted towards embracing digital solutions, enabling citizens to conveniently access and manage their employment records electronically.

According to Law No.

1217-IX, which took effect on June 10, 2021, Ukraine introduced a new form of labor record-keeping based on electronic entries.

Since then, the government has actively undertaken steps to gradually replace traditional paper employment books with digital equivalents, aiming to enhance security, convenience, and rapid access to employment history.

Official sources indicate that the final phase of this transition is scheduled for 2026.

During this transitional period, all remaining paper employment books will be returned to their owners upon signing, while data will be integrated into the State Register of Insured Persons, managed by the Pension Fund of Ukraine.

The three-year phase allows employers and employees to adapt to the new standards, using both paper and electronic forms.

This flexible approach ensures a smooth transition, minimizing potential difficulties.

The primary benefits of this modernization include quick online access to employment history via the Pension Fund portal, reduced risk of document loss or damage during relocations or emergencies, streamlined pension assignment procedures with digital information, enhanced data security, and reduced administrative burdens on enterprises.

Consequently, in the coming years, Ukrainian workers and employers will benefit from a more modern, safe, and efficient system of labor record-keeping aligned with current digital standards.
