Reduction of the ‘White Business Club’: Danilo Hetmanets Explains Key Reasons Behind the Trend

In September 2024, the update of the so-called ‘White Business Club’ list was carried out, which includes tax payers demonstrating high levels of honesty and voluntary compliance with tax laws.
This was the fourth update, and it turned out to be the smallest in terms of participants, with only 7,149 taxpayers registered—a decrease of 1,105 compared to the initial list formed on December 1, 2024.
These figures were announced by Danilo Hetmanets, the head of the Committee on Finance, Tax and Customs Policy of the Verkhovna Rada.
Notably, more than six thousand taxpayers consistently shift from previous versions of the list to the updated ones, indicating a stable trend toward promoting honest tax behavior.

Hetmanets emphasized that the share of taxpayers exhibiting high voluntary tax compliance increased from 9.55% to 13.26% compared to the first list, reflecting a positive trend in tax discipline.
At the same time, he explained that the reduction in the number of participants is mainly due to violations of reporting deadlines—97% of all cases of late submission of reports are due to such violations.
An important development is that the Verkhovna Rada has registered Bill No.
13455, aimed at improving the process of forming the ‘White Business List.’ This bill will allow considering minor violations already rectified and will ensure a fairer selection process for taxpayers.
The bill is currently under review in parliament and its adoption is expected to positively influence the development of tax culture in the country.
