Social Support for Internally Displaced Persons: Who Is Eligible for Shelter Services and What Do They Include

Chas Pravdy - 31 October 2025 02:21

Over a million Ukrainians have been forced to leave their homes due to ongoing military conflicts, finding themselves as internally displaced persons (IDPs).

The government and social services are committed to providing them with extensive support and protection, including comprehensive shelter services.

This specialized assistance targets the most vulnerable groups of displaced individuals, especially those with physical disabilities or orientation challenges.

According to the National Social Service Agency, such aid is intended for persons with disabilities, the elderly, individuals with temporary physical or mental impairments, and people with non-standard physical dimensions.

The shelter service includes providing habitation, utilities, necessary equipment and clothing, opportunities for hygienic care, assistance in preparing and consuming food, as well as help in managing household tasks and developing social skills.

Evacuated persons who face difficulties in mobility or spatial orientation are particularly supported to ease their adaptation.

The services are offered free of charge and funded by the Social Protection Fund, with a maximum duration of 12 months.

Children without adult accompaniment are not covered under this service.

Previously, reports indicated that additional payments are available for IDPs, further supporting their livelihood and integration.
