Kyiv Implements Digital Permits for Movement During Curfew Starting in 2026

From 2026, Kyiv plans to introduce a system of digital permits that will allow residents and city workers to move during the curfew hours, which are set from midnight to 5 a.m.
This decision was approved by the Kyiv City Council in response to the security situation and aims to strengthen control over nighttime movements.
The initiative involves creating a unified information and communication management system for these permits, enabling quick and efficient processing.
According to the resolution, digital passes will be issued to security and defense personnel, critical infrastructure representatives, and individuals responsible for maintaining city functions.
Additionally, the possibility of extending this system to Kyiv region is under consideration.
This step is part of a broader security enhancement program, which includes restrictions on vehicle movement and measures to prevent unauthorized activities during curfew hours, thereby contributing to public safety during night-time hours.
