Conscription in Ukraine: Will the International Travel Ban for Young Men Impact National Security and Economy?

Amid ongoing general mobilization and the martial law in Ukraine, several questions have arisen regarding the recent changes in border control regulations affecting young men aged 18 to 22.
These new rules, approved by the Ukrainian government, impose certain limitations on foreign travel for this age group, sparking concerns among the public.
However, Federal Parliament member Fedor Venislavsky, a member of the National Security, Defense, and Intelligence Committee, assured that these measures do not significantly impact the conscription process.
He explained that the mobilization age starts from 25 years, meaning men younger than that are not liable for military service, and their ability to leave the country does not threaten the conscription efforts.
Venislavsky emphasized that many of these young individuals are studying or gaining experience abroad, and their eventual return will contribute to the reconstruction and development of Ukraine’s economy.
Experts agree that these restrictions pose no serious threat to national security or economic stability and that, within six months to a year, an assessment can be made based on how many return to Ukraine.
The Ministry of Internal Affairs has also clarified the procedure for young men to exit the country legally under the current wartime regulations, urging citizens to comply with the updated rules.
