Changes in Heating Season Subsidy Provision: What Ukrainians Need to Know from October 1
As the new heating season begins in Ukraine from October 1, significant updates have been introduced concerning the procedure for granting housing subsidies to residential consumers.
Ukrainians who are unable to cover utility costs independently due to financial constraints now have expanded opportunities to receive state assistance.
The Main Department of the Pension Fund of Ukraine (PFU) in the Zakarpattia region has explained the specifics of how to apply for subsidies this heating season, what documents are required, and the ways to submit applications.
It is important to note that housing subsidies are calculated considering the duration of the heating period, running from October 16 to April 15.
For most citizens, the subsidy calculation will be automatic, especially if the previous period’s benefit was zero or if there have been changes in household composition.
Income from the first and second quarters of 2025, along with pensions for August 2025, will be used to determine the subsidy amount.
Residential consumers planning to apply for the first time or who have experienced changes in their household composition should contact the local PFU offices personally or through authorized representatives.
Additionally, those who previously had debts or unpaid bills that have been settled, or have restructuring agreements, can also apply.
To receive the subsidy, applicants must submit a standard application and declaration form, along with supporting documents relevant to their situation.
Submissions can be made in person at PFU service centers, by mail, online through the electronic portal of the PFU, via the mobile application, or through authorized local authorities and the «Dія» portal.
Importantly, submitting documents between October 1 and November 30 entitles applicants to start receiving the subsidy at the beginning of the heating season, while later submissions will be processed from the month of application forward.
Citizens should inform relevant authorities of any changes in their circumstances to ensure correct subsidy amounts.
