New Opportunities and Restrictions in State Compensation for Destroyed Housing in Temporarily Occupied Territories of Ukraine

The ongoing war has caused many Ukrainians to lose their homes in temporarily occupied areas, prompting the government to introduce a new system of financial aid for affected citizens.

According to the government resolution dated September 22, 2025, No.

1176, individuals whose housing was destroyed due to military actions in occupied territories are eligible to receive financial compensation in the form of vouchers.

However, not all applicants qualify — there are clear restrictions regarding their status, ownership rights, and existing property.

To receive assistance, applicants must confirm the absence of housing on the Ukrainian-controlled territory and transfer to the state the rights to demands against the Russian Federation for the received aid.There are also prohibitions: housing cannot be purchased from close relatives, sold, or transferred within five years; and if the new property exceeds the voucher amount, the difference must be paid by the recipient.

The program also has limitations — persons under sanctions, those who committed crimes against security or peace, those with existing non-paid mortgage housing, or recipients of other housing compensation, are ineligible.The maximum voucher amount is 2 million hryvnias per individual or family.

Compensation can be obtained through the «Diia» portal or mobile application after November 22.

This initiative complements earlier changes made in March 2025 to improve the procedure for providing compensation for war-damaged property, expanding support for Ukrainians affected by the ongoing conflict.
