Ukraine Simplifies Access to State Property for Temporary Housing of Internally Displaced Persons

Amid ongoing military aggression and infrastructural destructions, many Ukrainians have been compelled to abandon their homes and seek refuge in safer regions across the country.

Responding to this crisis, the Ukrainian government has introduced new, more accessible procedures for utilizing state and municipal property to accommodate internally displaced persons (IDPs).

This development enables affected citizens to quickly obtain temporary housing in government and municipal facilities through simplified and streamlined procedures, reducing bureaucratic obstacles and accelerating their recovery and adaptation processes.

The press service of the Ministry of Social Policy reported that the relevant resolution was developed and supported by the Cabinet of Ministers of Ukraine.

The new regulations stipulate flexible mechanisms for engaging state and communal property for IDP temporary residence, including a clear list of required documents for lease rights without auctions, a preferential rent rate of only 1 hryvnia per square meter for state and municipal entities providing housing for IDPs, and favorable lease conditions for public and charitable organizations working with internally displaced persons.

Additionally, the category of purpose for relevant real estate has been expanded to specifically include properties designated for temporary accommodation of IDPs.

These measures aim to facilitate rapid establishment of temporary housing funds, especially in crisis situations, addressing urgent needs and promoting social stability.

Previously, Ukraine proposed the creation of an open online registry of communal property to improve transparency and efficiency in managing public assets during these challenging times.
