Ukrainians Growing More Aware of Increasing Hybrid Threats from Russia: What Sociological Data Shows

Over recent years, Ukrainian society has become increasingly conscious of the expanding array of hybrid threats emanating from Russia.

According to an extensive sociological survey conducted from July 31 to August 5, 2025, involving over two thousand respondents, more than 80% of Ukrainians believe that these threats are intensifying and becoming more diverse.

The survey focused on issues such as Russian efforts to recruit Ukrainians through fake news and online campaigns, as well as cyberattacks and disinformation aimed at destabilizing internal stability.The results reveal that 81% of respondents think that the growing hybrid threats require heightened attention and that the Ukrainian government must be prepared to counter these challenges at any moment.

Particularly alarming is the increasing activity of Russian special services in online recruitment, the spread of fake news, and cyberattacks targeted at discrediting and destabilizing the Ukrainian state.At the same time, two-thirds of Ukrainians (67%) consider the country’s readiness to counter hybrid warfare as moderate, indicating existing gaps in response systems and the need for increased awareness and preparation at both citizen and institutional levels.

The sampling of the survey was representative across age, gender, and regional lines, although some statistical limitations exist.Overall, it is increasingly clear to Ukrainians that hybrid warfare is not only a military confrontation but also a battle for minds and hearts in the digital age, which will significantly influence the country’s future security.
