In Ukraine, where social guarantees play a crucial role for the most vulnerable segments of the population, a new mechanism for receiving support has been introduced – basic social assistance.

This program was officially launched in July of this year to streamline the process of obtaining government aid for those in need.

The Ministry of Social Policy, Family, and Unity clarified that this assistance can now be obtained through the popular mobile app ‘Diia,’ which simplifies bureaucratic procedures and offers citizens an easy and accessible way to receive necessary services. The main requirement for submitting an online application is possessing a biometric document—either an ID card or a foreign passport—as well as a verified tax number (RNOkPP).

Since the service is still developing, it currently allows individuals receiving support such as low-income family assistance, single mothers’ benefit for children, and temporary aid for children whose parents evade paying alimony or whose whereabouts are unknown. However, the option for large families with multiple children is temporarily unavailable via the app due to technical issues.

In such cases, families are advised to submit a written request to the nearest Pension Fund Service Center in Ukraine. To apply for the benefit, users need to follow several straightforward steps: update the ‘Diia’ app to the latest version, log in, navigate to the ‘Services’ section, select ‘Government Assistance,’ then ‘Basic Social Assistance,’ and click ‘Get Assistance.’ Subsequently, they should wait for a notification with the calculated monthly amount.

If the amount is satisfactory, they need to confirm the application and select the ‘Diia.Card’ as their payment method.

The next steps involve verifying and signing the application, including signatures from other adult family members, as required.

Once all procedures are completed, the application is automatically sent for processing.

If approved, an alert will notify about the assigned assistance. As part of Ukraine’s digitalization efforts in the social sector, the ‘Diia.Card’ project has been launched, serving as a universal payment instrument to receive all types of government payments and benefits, thus simplifying bureaucratic procedures and increasing transparency and efficiency.
