Does Students Need to Confirm Their Right to deferment from Military Service in Ukraine?

Amid ongoing general mobilization and a state of martial law in Ukraine, the issue of whether students are entitled to deferment from military service has become increasingly relevant.
The Ukrainian government conscripts reservists who receive summons, but certain categories of young people can exercise their right to postponement of service.
Andriy Hukalyuk, the First Vice-Rector of Ivan Franko National University of Lviv, in an interview with ’24 Channel,’ explained in detail what steps students need to take to confirm this right and how they should act in mobilization situations.
He emphasized that the university, even for first-year students, is required to send information to the Territorial Recruitment Centers (TЦК) regarding each individual of conscription age.
This ensures the confirmation of their student status and their eligibility for deferment.
Students are advised to visit TЦК regularly, at least twice a year, to update their information and confirm their educational status.
If a student is expelled from the university, the institution promptly informs the relevant TЦК to avoid misunderstandings and ensure accurate accounting of reservists.
Hukalyuk stressed that obtaining deferment requires not only submitting an application but also personally notifying the TЦК about using the deferment—this is the student’s responsibility.
He added that all students are aware of the military registration rules and must fulfill their obligations to prevent legal issues.
Meanwhile, the university fulfills its role by officially validating students’ status and transmitting this information to the TЦК upon request.
Students with the right to deferment who use it are required to inform the relevant authorities to prevent additional questions or complications during mobilization.
The university underscores that adherence to procedures and submission of proper documentation are crucial to avoid unnecessary troubles and to maintain the legitimacy of their status during mobilization measures.
