Zelensky Assigns Key Task for Preparing the Annual Address to the Verkhovna Rada
Ukrainian President Volodymyr Zelensky has officially entrusted the formation of a special working group responsible for drafting and preparing the country’s annual address to the parliament.
This order, documented in decree No.
115/2025-rp, mandates establishing a team of experts tasked with completing their work by December 1 of this year.
The goal is to produce a detailed and substantiated report on Ukraine’s internal and external situation, along with the main achievements over the past year.
The group will be headed by Andriy Yermak, Head of the Office of the President, who will oversee organization and coordination of the process.
Alexander Bogomolov, director of the National Institute of Strategic Studies, will serve as deputy leader, providing methodological and analytical support.
The working group includes top officials, among them former security officers such as Oleg Tatarov, who previously held significant positions in law enforcement during President Viktor Yanukovych’s regime.
According to sources, Yermak has the authority to modify the group’s composition if needed to include the best experts available.
Funding for all activities related to preparing the address will be managed by the State Administration.
This decision marks an important step in the transparent and open process of preparing key political reports and documents that delineate the country’s strategic course.
