European Leaders Prepare for Critical Paris Summit on Ukraine Security Guarantees

On Thursday, September 4, the capital of France, Paris, will host an important summit bringing together European leaders and government representatives to discuss new security measures for Ukraine.
This event is seen as a natural progression in diplomatic efforts by the European Union and the United States to respond to escalating tensions in Eastern Europe, amid recent conflicts and potential threats from Russia.
European Commission President Ursula von der Leyen stated that preparations for the deployment of multinational military units in the region are not only a strategic goal but also a strong signal of support for Ukraine.
She emphasized that these plans have already been coordinated with the U.S.
administration and are expected to receive American backing.
At the same time, von der Leyen noted that decisions regarding military presence remain sovereign choices for each country, and the process is gaining momentum due to a strong sense of urgency.
During her visits to Eastern European countries bordering Russia, she called for increased defense spending and reinforced military readiness within the EU.
She highlighted that these initiatives should be embedded into national plans, as European leaders are working towards mutual commitments to form multinational military units supported by the United States.
According to her, the U.S.
has reaffirmed its intention to support this strategy: “President Trump personally assured us that American presence would be part of the support, and this has been repeatedly confirmed.” Kyiv, on its part, calls for concrete security guarantees from allies, including the possibility of deploying troops on Ukrainian territory.
This is expected to be part of future peace agreements aimed at ending the ongoing conflict launched by Russia three years ago.
Reports indicate the deployment could involve tens of thousands of European soldiers supported by American command and control, intelligence, and surveillance systems.
These preliminary arrangements were made last month during a meeting between U.S.
President Donald Trump, Ukrainian leader Volodymyr Zelensky, and several high-ranking European officials, paving the way for strategic implementation.
