Employment and Support for Internally Displaced Persons Caring for People with Mental Disabilities

In Ukraine, the issue of social support for internally displaced persons (IDPs) who serve as caregivers for individuals with disabilities, particularly due to mental health conditions, remains highly relevant.
Recently, many Ukrainians forced to flee their homes due to military actions face additional challenges when it comes to receiving government-provided social benefits.
It is important to clarify whether IDPs have the right to receive housing assistance if they care for relatives with disabilities requiring constant supervision.According to the Main Directorate of the Pension Fund of Ukraine in the Donetsk region, internally displaced persons living together with individuals with mental health-related disabilities who provide care may be eligible for monthly financial aid.
Essential conditions include permanent residence or registration with such a person, who belongs to the first or second disability group and requires ongoing external care, confirmed by a medical commission’s conclusion.Financial support is granted regardless of whether the caregiver is employed.
The amount of aid is determined by the difference between three times the subsistence minimum for each family member, considering their age and employment capacity, and the average family income over the past six months.
The support cannot exceed the subsistence minimum for one person.
For 2025, this amount is 2920 hryvnias.Family members living with a single person with first-group disability and caring for them are included in the calculation.
