Ukrainians’ Trust: Who Would Win the Presidency — Zaluzhnyi or Zelensky?

According to the latest comprehensive sociological survey conducted by the «Rating» Sociological Group from August 21 to 23, 2025, Ukrainians display a higher level of trust towards the former Commander-in-Chief of the Armed Forces, Valerii Zaluzhnyi, compared to the current President Volodymyr Zelensky.

However, despite the greater trust in Zaluzhnyi, voters show a preference for Zelensky’s support in an actual election—approximately 35% of respondents would vote for him, whereas only about 25% would support Zaluzhnyi.

This indicates that trust and electoral support are not always directly correlated.

The survey results reveal that Zaluzhnyi has a trust rating of 74%, while Zelensky’s trust level is at 68%, with Kirilo Budanov at 59%.

When it comes to potential presidential candidates, Zelensky would lead with around 35.2% of votes, followed by Zaluzhnyi with 25.3%.

Since July 2025, Zelensky’s poll rating increased from 30.7% to 35.2%, while Zaluzhnyi’s rose slightly from 24.8% to 25.3%.

Regarding parliamentary support, the hypothetical «Zaluzhnyi Party» could garner 23.7% of votes, and the «Zelensky Bloc» 19.7%.

Other notable parties include «European Solidarity» at 7.4%, and unofficial parties like «Budanov’s Party» with 6.4% and «Azov Party» with 5.9%.

Compared to July, the Zelensky Bloc’s support increased from 14.3% to 19.7%, and Zaluzhnyi’s Party from 21.8% to 23.7%.

The survey was conducted via telephone interviews using a random sample of mobile phone numbers across Ukraine, excluding temporarily occupied territories in Crimea and Donbas, with respondents aged 18 and above.

The sampling error is estimated to be no more than 2.5% with a 95% confidence level.
