Latvia Tightens Border Control: New Entry Rules for Foreigners, Including Ukrainians, Starting September 1, 2025

Starting from September 1, 2025, Latvia will implement new regulations regarding border crossings for foreigners planning to enter the country without a Latvian visa or residence permit.
According to a decision made by the parliament in early spring, all foreigners, including Ukrainian citizens, will be required to fill out an online application via the official eta.gov.lv website prior to their travel.
This requirement applies not only to those traveling without proper documents but also to individuals holding temporary protection status or residence permits in other EU countries.
The initiative aims to enhance national security and improve border control measures, the Latvian Ministry of Internal Affairs explained.
The application must be submitted no later than 48 hours before the planned arrival, with details such as the purpose of visit, duration, route, and accommodation included.
Upon submission and confirmation, travelers will receive an approval email; no additional permits are necessary.
Failure to submit the online form, incomplete, or false information can lead to administrative sanctions, including fines up to 2000 euros.
Authorities will have the right to verify documents not only at the border but also within the country at any time.
These new rules also affect Ukrainian nationals with temporary protection or residence permits elsewhere in the EU.
If security threats are detected during verification, entry may be denied.
The Latvian police emphasized that providing false or incomplete information constitutes an administrative offense with serious consequences.
Last year, reports emerged about the deportation of 15 Ukrainians from Poland due to security concerns, highlighting the country’s strict measures to safeguard internal stability.
