Trends in Ukraine: Average Salary in July 2025 and Key Discrepancies

According to data released by the State Statistics Service, the average monthly salary of Ukrainian workers in July 2025 reached 26,499 hryvnias.
This figure exceeds the pension fund’s estimate by 30%, which reported an average salary of 20,455 hryvnias for the same month.
The significant gap highlights the divergence between different sources assessing income levels in Ukraine.
The capital city, Kyiv, leads with an average salary of over 40,546 hryvnias, while in the less affluent regions such as Chernivtsi, the average is around 19,202 hryvnias.Sector-wise, the highest earnings are observed in information and telecommunications (67,222 hryvnias), financial and insurance activities (55,994 hryvnias), and in professional, scientific, and technical sectors (34,068 hryvnias).
Lower salary levels are recorded in public administration and defense (33,896 hryvnias), wholesale and retail trade (31,424 hryvnias), industry (29,063 hryvnias), transportation and postal courier services (26,612 hryvnias), and real estate (22,698 hryvnias).
The statistical data shows that the total number of employed personnel as of July 2025 amounted to approximately 5.4 million people, with the total payroll exceeding 150 billion hryvnias, of which over 142 billion were paid directly as wages.
This depicts the current economic structure and income distribution across various sectors.Meanwhile, the Pension Fund established an average insurance-based salary for July at 20,455 hryvnias and 65 kopecks, which is nearly 1,881 hryvnias lower than the data from the State Statistics Service.
The discrepancy exceeds 30%, raising questions about the accuracy and consistency of official income measurements used for economic planning and social security calculations.
