Zelensky Insists on Legally Enshrined Security Guarantees for Ukraine from the EU and USA: Aiming to Prevent a Repeat of Budapest Memorandum

Ukrainian President Volodymyr Zelensky has once again emphasized the importance of securing legally binding security guarantees for Ukraine from key global players – the European Union and the United States of America.
Unlike previous agreements, notably the Budapest Memorandum, Kyiv seeks a serious, legally valid document that would serve as a robust safeguard against future threats and aggression.
Zelensky stated that Ukraine opposes repeating past mistakes and insists on support through parliamentary and congressional decisions.
He revealed that concrete proposals regarding security guarantees will be formulated, but the details and timing are currently under discussion among diplomats and experts.
Additionally, he highlighted the importance of coordinating the infrastructural elements and the choreography of ongoing negotiations with allies.
Zelensky identified three main pillars of these guarantees: maintaining the current size of the Ukrainian armed forces, NATO support—specifically commitments from allied leaders to support Ukraine in the event of further aggression—and sanctions against Russia, including the use of frozen Russian assets for Ukraine’s reconstruction.
Kyiv aspires to establish long-term security arrangements that will shield the country from repeating previous mistakes and reinforce its sovereignty and territorial integrity.
