Zelensky Explains the Rationale Behind Allowing Men Up to 22 Years Old to Leave Ukraine Amid Security and Educational Concerns
Ukrainian President Volodymyr Zelensky provided a detailed explanation regarding the decision to permit men aged 18 to 22 to exit Ukraine.
He emphasized that this measure was introduced to prevent a mass exodus of high school seniors abroad before completing their education.
The statistics over recent years have shown a significant increase in the migration of underage male students during this critical period, prompting authorities to implement restrictions aimed at maintaining a vital connection between youth and Ukraine.
Zelensky noted that the age range was coordinated with military and educational officials to ensure that young men could finish school, pursue higher education within Ukraine, and do so safely.
He reiterated that this decision does not compromise national security or defense capabilities.
Furthermore, Zelensky stated that Ukraine strives to strike a balance that allows young men to remain Ukrainian citizens, as early departure abroad reduces their chances of returning and preserving their national identity.
He added that men in this age group will be required to present military registration documents to validate their right to leave.
Regarding the selection of the age limit at 22, Zelensky explained that this was a decision made at the highest military-political level, despite the military conscription age being 25.
The president also highlighted that, since the government’s decision, there has been no significant increase in the number of young Ukrainians fleeing the country.
On August 26, the Ukrainian government approved amendments to border crossing rules for Ukrainian citizens, including restrictions for those between 18 and 22 years old, developed by the Ministry of Internal Affairs, with the aim of strengthening national security.
