Impact of Martial Law on Psychologists’ Mobilization in Ukraine: New Regulations and Protections

Amid ongoing military aggression and the general mobilization in Ukraine, questions arise regarding the future of psychology professionals holding relevant degrees and possessing skills essential for service in military conditions.

According to recent legislative changes and expert clarifications, psychologists are afforded certain protections against forced deployment to positions outside their qualification during mobilization.

As per the presidential decree №397/2025 signed by Volodymyr Zelensky and effective from June 21, 2025, a special procedure for military service for psychology specialists has been established.

The document stipulates that holding a master’s degree in psychology does not automatically grant the right to be assigned to any military position.

The only exception is if the psychologist voluntarily agrees to serve in a different role or position not directly related to psychological work.

Legal experts emphasize that psychologists cannot be conscripted into infantry or artillery units—they can only serve in roles where their expertise is required, such as military psychologists, specialists in moral and psychological support, or rehabilitation professionals working with wounded soldiers.

Having a master’s diploma still places psychologists within the mobilization reserve, but they are not to be appointed as regular soldiers.

They may undergo military training and serve as officers aligned with their qualifications.

This innovation provides crucial protection for psychologists, ensuring that their education and skills are not wasted on unsuitable roles and that, in times of war, they will serve specifically in their professional capacity.

Nonetheless, questions remain about the circumstances under which military personnel can be mobilized or assigned to other duties, requiring further clarifications from authorities.
