Ukrainian Government Expands Restrictions and Remote Inspection Capabilities for Damaged Buildings in Combat Zones
The government of Ukraine has taken a significant step towards strengthening the monitoring and assessment system for damaged housing amid ongoing hostilities.
The Cabinet of Ministers has approved a decision to extend the territories where remote inspections of destroyed or partially damaged buildings will be carried out.
According to the new resolution, such assessments will now cover not only active frontline zones but also adjacent settlements that belong to potential combat areas.
Currently, 175 communities across nine regions—Dnipropetrovsk, Donetsk, Zaporizhia, Mykolaiv, Odesa, Sumy, Kharkiv, Kherson, and Chernihiv—have been included.
These territories are located near front lines, temporary occupied lands, and border areas with Russia, complicating recovery efforts.
The measures aim to improve the efficiency of damage assessment processes and facilitate quick access for citizens to state compensation programs.At the same time, the government has revised access rules to the Real Estate Rights Register, a key tool for investigative journalists and anti-corruption activists.
According to the Ministry of Digital Transformation, this decision will allow more Ukrainians to receive necessary payments under the «eRecovery» program.
Recall that recently, Prime Minister Yulia Sviridenko announced an additional 4.8 billion hryvnias allocated for this initiative.
Over 3,700 families will be issued housing certificates within the «HOME» project, which provides compensation for destroyed properties.
In July, the Cabinet approved a resolution permitting remote housing inspections in areas with active fighting.
To record damage, local self-government commissions and military administrations utilize advanced technologies: satellite imagery, photos and videos from owners, and data from drones.
Based on these materials, an inspection act is prepared, which is then entered into the Damage and Destruction Registry, playing a crucial role in further compensation and recovery efforts.
These innovations promote transparency, efficiency, and faster aid delivery to disaster-affected citizens.
