Russia Intensifies Hybrid Attacks in Europe: New Threats and Destabilization Efforts

In 2023, Russia significantly ramped up its efforts to interfere in the political and security landscape of the European continent, increasing sabotage and hybrid operations fourfold compared to previous years.
According to the Strategic Communications Center, Moscow is conducting widespread covert activities within EU countries, employing diverse methods to achieve its objectives: arson, damage to underwater cables, disruptions in GPS systems, and large-scale cyberattacks.
In 2024 alone, more than 30 such incidents were recorded, with an additional 11 cases in early 2025.
Analysts point out that despite these active measures by the Kremlin, its strategic goals remain unmet, as European nations are working diligently to strengthen their defenses and coordinate efforts to counter destabilization.
Moscow is also shifting its tactics, increasingly using intermediaries and online recruited mercenaries to carry out operations.
The report emphasizes that these actions are part of a long-term plan by the Kremlin to prepare for confrontations with NATO and to deepen conflicts in the future.
Furthermore, experts warn of growing information aggression—fake networks and bot farms are being created on social media to discredit Ukraine, its forces, and government leadership, sowing distrust and division within society.
Notably, a network of over 600 TikTok accounts has been identified, disseminating pro-Russian content aimed at destabilizing Ukraine and its citizens.
