New Opportunities for War-Related Disability Recognition for Residents of Liberated Territories

Starting from July 2025, significant legislative changes have come into force in Ukraine, expanding the possibilities for individuals to be recognized as disabled due to military actions.
The Ukrainian Cabinet of Ministers’ resolution from July 2, 2025, No.
792, introduced amendments to existing procedures, particularly concerning residents of temporarily occupied and recently liberated territories.
Previously, if injuries or wounds were sustained on temporarily occupied lands, the connection between the injuries and military actions was not established, complicating the process of obtaining a war-related disability status in such cases.
Now, residents of de-occupied settlements who sustained injuries from explosive devices during occupation are eligible to register as persons with war-related disabilities.
This change opens new avenues for those affected during occupation, who previously could not submit relevant applications.To apply for the status, individuals need to contact the interagency commission under the Ministry of Veterans Affairs.
Applications can be submitted in paper form or electronically, including via email at control@mva.gov.ua.
Key documents required include proof of identity, tax identification code, conclusions from the Medical and Social Expertise Commission (МСЕК) confirming injuries, extracts from the EKO PFO decision or MSЕК certificate, and other health-related documents if available.
For minors under 18, a medical conclusion from a healthcare institution establishing the “child with a disability” category is necessary, along with a criminal record extract and other supporting documents.Once the decision of the interagency commission is received, it must be provided to the doctor who directed the individual for examination, such as the EKO PFO or child’s LKK.
These specialists will establish the causal link between the injury and wartime circumstances and issue a new extract from the electronic system or a conclusion confirming the “child with a disability” category.
With this document, applicants should visit their local veteran affairs office to obtain a certificate of war-related disability.
The recent reforms also introduce a new system for assessing daily functioning, which influences how disability is recognized.
Certain categories of disabled persons can now be granted permanent status.
These changes have been in effect since the start of this year and aim to streamline and improve support for those affected by the conflict.
