Housing Subsidy and the ‘School Pack’: Are One-Time Assistance Considered in Household Income?

Ukrainian families facing financial difficulties and striving to pay for housing and utility services have the right to apply for housing subsidies.

When assessing eligibility, it’s crucial to consider all sources of income for each household member to accurately determine their entitlement to government assistance.

Recent clarifications from the Pension Fund of Ukraine (PFU), published on their Telegram channel, specify whether the assistance provided through the ‘School Pack’ program is included in the total household income when calculating subsidies.

This information is vital for recipients, as many may overlook nuances regarding which income sources are counted during the application process.According to regulations, various income types are included in the total household income: salaries, pensions, scholarships (excluding social benefits provided to orphans and children deprived of parental care), social payments, unemployment benefits, insurance payouts, remittances from abroad, dividends, rent income, and proceeds from sale of property.

However, current legislation explicitly states that the one-time financial aid from the ‘School Pack’—distributed to first-year students to support their educational needs—does not count towards household income for the purpose of determining eligibility for housing subsidies.Furthermore, the Ukrainian Cabinet of Ministers Resolution No.

809 dated July 7, 2025, clearly stipulates that such assistance must not be considered when calculating income for any social support programs, including housing subsidies.

This means families who received the ‘School Pack’ should not fear losing their subsidy eligibility due to this one-time aid.

Nevertheless, recipients are advised to inform the relevant PFU authorities about any income changes to avoid potential penalties or loss of social benefits.
