Understanding How to Pay the Fine for Failing to Register at the New Address via the ‘Reserve+’ Mobile App

Amid ongoing general mobilization and the martial law in Ukraine, male reservists face new challenges in fulfilling their military registration obligations, especially when they relocate.
The Ministry of Defense of Ukraine has clarified the procedure for paying fines through the modern mobile service ‘Reserve+’, which has become a convenient tool for reservists.
If a serviceman fails to register at a new residence after moving, he now has the opportunity to settle the corresponding fine by following a few straightforward steps: downloading the app, navigating to the ‘Online Fines’ section, and submitting an application regarding the violation.
Within three days, Territorial Recruitment Centers (TRCs) review the application and send an official notice.
Subsequently, the reservist can pay a reduced fine of 8,500 hryvnias—half of the full amount of 17,000 hryvnias—via the app.
The payment deadline is 20 days.
If the fine is not paid within this period, the amount increases to 17,000 hryvnias, and if ignored further within the next 20 days, it doubles to 34,000 hryvnias.
Non-payment beyond this period results in the case being forwarded to enforcement authorities, which may lead to bank account blocking, property seizure, or vehicle confiscation, as well as inclusion in the State Register of Debtors.
Upon settling the fine, the violation notification and red alert on the app will disappear.
Paying the fine does not exempt servicemen from fulfilling other military registration requirements, but it helps resolve the penalty for the specific breach.
