New Draft Law in Verkhovna Rada Allows Ukrainian Men Aged 18-22 to Travel Abroad Without Restrictions

The Ukrainian Parliament, the Verkhovna Rada, has registered a new draft law numbered 13685, which has drawn significant attention from the public and experts alike due to its potential impact on conscription policies and the rights of young Ukrainians to freely cross national borders.
The initiative aims to introduce substantial amendments to existing legislation, particularly concerning border crossing regulations and mobilization procedures.
Specifically, the draft law proposes granting freedom of movement to men aged 18 to 22, while individuals up to 25 years old remain prioritized for military conscription.
The document also incorporates measures to prevent draft evasion, including criminal liability for illegal border crossing.
This move is motivated by the current mobilization system, which stipulates that men under 25 are not subject to conscription, but seasonal discrepancies have led to fears that some, especially those who left Ukraine before turning 18, may not return due to concerns over losing this chance for future departures.
Discussions are ongoing regarding age limits, potentially extending relief measures up to 23 years, depending on the Defense Ministry’s recommendations.
