Basic Social Assistance in Ukraine: What Income Is Considered and What Is Excluded During Its Allocation
Ukrainians continue to receive various social benefits, including pensions and state aid.
Recently, a new form of government support has been introduced — basic social assistance, aimed at helping the most vulnerable segments of the population.
In Ukraine, this new support method has specific procedures for application and determination of eligible incomes.
Experts from the National Social Service explained which incomes are excluded from the calculation when assigning this benefit.
This approach aims to make the social support system fairer and more effective.
Families entitled to this assistance now have the option to choose between the new form of support or retain existing social payments.
When assessing income, the average monthly family income is considered, but certain incomes are not included in the calculation.
These include lump-sum payments received upon the birth or adoption of a child, benefits for mothers-heroes, funeral assistance, charitable or local program payments, subsidies, compensation, support for housing and rehabilitation equipment, baby packages, winter support, and programs promoting economic independence.
Additionally, certain state support benefits are not taken into account, such as assistance for low-income families, single mothers, large families, children with parents who evade alimony payments, persons with disabilities, and those without the right to a pension.
It’s also important to remember that aid provided to orphans and other social benefits aimed at supporting vulnerable groups are excluded from the income calculation.
Understanding these nuances will help Ukrainians make more informed decisions when choosing assistance options and ensure they receive support according to legal regulations and available opportunities.
