Two-tier security guarantees for Ukraine: a new approach from NATO and Europe

In response to the long-standing failures of previous agreements such as the Budapest Memorandum and Minsk accords, world leaders are now developing a novel conceptual approach to security guarantees for Ukraine.

According to NATO Secretary General Mark Rutte, this plan involves establishing two levels of protection: the first — signing a peace agreement to strengthen Ukraine’s armed forces and enable them to withstand any challenges; the second — assured support from the United States and the European Union, which they pledge to provide.

Rutte emphasized that these guarantees should not resemble the previous treaties, as they aim to avoid their earlier shortcomings.

Ukraine is at the heart of global efforts, and its security must rest on a solid foundation of joint endeavors to prevent the scenario where Russian President Vladimir Putin might consider attacking again.

Meanwhile, diplomatic discussions are ongoing in the West to create collective security mechanisms similar to NATO’s Article 5, which ensures the territorial integrity of each member.

However, questions remain: how will these guarantees be implemented? Can they truly protect Ukraine from further aggression? The search for answers continues, as security guarantees should not be mere declarations but real platforms for the country’s future defense.
