No Pension Rights: Is It Possible to Obtain Basic Social Assistance in Ukraine?

Ukraine continues to strengthen its social protection system aimed at supporting its most vulnerable populations.
Specifically, the government has developed mechanisms to provide basic social assistance to individuals and families in need of material support who do not have the right to receive a pension or other state benefits.
According to the Main Department of the Pension Fund of Ukraine in Luhansk Region, the situation regarding eligibility for such aid, considering specific categories of citizens, remains relevant—especially in light of the experimental project introduced from July 1 of this year.
As part of this initiative, basic social assistance can be granted to families that, at the time of application, are already recipients of assistance for low-income families, aid for single mothers, support for large families, or temporary aid for children whose parents evade alimony payments or are unable to support them.
The Fund also announced that starting October 1, 2025, the list of potential beneficiaries will expand, integrating more categories of individuals and families needing support due to their financial or social circumstances.
Importantly, if you are already receiving any of the above benefits, you can apply for basic social assistance now.
Those who are not yet recipients will have the opportunity to do so from October 1, 2025.
