Ukraine-Russia Negotiations: Key Security Guarantees and Territorial Control Issues

Amid ongoing diplomatic efforts to bring an end to Russia’s military actions against Ukraine, the main topics under discussion remain focused on security guarantees for Kyiv and the status and control over territories that Moscow seeks to occupy.

She highlighted that Ukrainians fundamentally want guarantees of their country’s inviolability so that Russia cannot invade again, whereas Moscow insists on maintaining control over occupied and potentially disputed territories.
The official also pointed out that negotiations between the leaders of Ukraine and Russia might pave the way for compromises, and discussions about future summits are already underway.
Meanwhile, the United States plans to participate minimally in Ukraine’s security guarantees, with the UK, France, and Germany having already expressed intentions to send military support.
At the same time, Moscow remains skeptical about the possibility of a direct meeting with Ukrainian President Zelensky in the near future, which indicates ongoing diplomatic tensions.
