Ukrainians Spend 33% More on Mobile Communication Over the Past Year

In the last year, Ukraine’s mobile industry has experienced significant financial growth.

The average revenue generated per mobile subscriber has increased by 33%, indicating a rise in the overall expenses of Ukrainian consumers for mobile services and communication.

The National Commission, which oversees electronic communications, radio frequencies, and postal services, reported that in the first quarter of 2025, revenues from mobile operators rose by nearly 30% compared to the same period last year.

Additionally, the average revenue per user per month, known as ARPU, grew by one-third.

This upward trend influences consumer tariffs and reflects positive ongoing development within the industry.

Importantly, starting from January 2026, Ukraine will join the European roaming space ‘Roaming Like At Home,’ promising lower additional charges for international mobile use.

Consequently, regulators do not expect any tariff increases related to this integration.

Furthermore, the country is actively testing a new satellite-based technology, Starlink Direct to Cell, which allows direct satellite communication with smartphones, ensuring connectivity even under challenging conditions or power outages—an essential development amid ongoing military conflicts and disruptions to energy infrastructure.
