Mykola Tocitskyi Appointed Ukraine’s Permanent Representative to the Council of Europe: An Experienced Diplomat Leading Europe’s Values

The official website of the President of Ukraine published Presidential Decree No.

603/2025 dated August 20, announcing the appointment of Mykola Tociitskyi as Ukraine’s Permanent Representative to the Council of Europe.

This significant diplomatic position was previously held by Boris Tarasyuk, a seasoned expert in European integration, who was dismissed from his role by President Zelensky under Decree No.

602/2025.

Tociitskyi, a highly experienced diplomat with a wealth of knowledge, will once again represent Ukraine in European structures.

Throughout his career, he has held various senior positions, including Deputy Minister of Foreign Affairs from 2021 to 2024, demonstrating his professionalism and credibility.

He previously served as Ukraine’s Permanent Representative to the European Union (2016–2021) and the Council of Europe (2010–2016), as well as ambassador to Belgium and Luxembourg and Ukraine’s representative at the European Atomic Energy Community.

Born on September 22, 1967, in Vinnytsia region, Tociitskyi is a Honored Jurist of Ukraine and has also been awarded the diplomatic rank of Extraordinary and Plenipotentiary Ambassador.

Between 2008 and 2010, he served as First Deputy Head and later Head of the Main Department for International Cooperation in the Presidential Secretariat.

His diplomatic career began in 1993, and he has earned a solid reputation in diplomatic circles.

Married with two sons, Tociitskyi’s new role involves promoting European values, combating corruption, and strengthening cooperation between Ukraine and European institutions, vital aspects of Ukraine’s foreign policy.
